“We ask the Government for an extraordinary plan to manage 20 thousand Pmi in the next ten years, so as to double the number of Italian companies able to compete successfully in the world and to train all the national chains. To do so, we need an industrial policy programme of 10 billion, 1 billion a year.” This is the appeal of Valter Quercioli, president of Federmanager – the Federation that represents 180 thousand Italian managers of companies producing goods and services – presented during the Federal National Assembly entitled “Industrial Horizons – Italy that produces the future” held yesterday at the Auditorium Conciliazione of Rome and dedicated to the celebration of the 80 years of Federmanager.

“Today we find 80 years of history, which have created one of the best industries in our economy and which allows us to be the second European power at manufacturing level. We are a renewed, modern and warehouse industry. We have a share of companies too low: we are currently at 5%. Investing 10 billions of ten years and reaching a share of enterprises equal to 10% would be a vision of industrial and economic policy that could give way to the future country,” said Mario Cardoni, Director-General of Federmanager.
At the heart of the Assembly, a qualified debate on the country’s industrial policy, the strategic role of the Mezzogiorno, the enhancement of dialogue between generations and merit, social inclusion.
“Today – Quercioli has observed – is a 5% of companies to keep Italy on top of the world of excellence, to get acquainted in Europe and the world, in all the main sectors of the global economy. If this 5% is so strong, it is clear the direction to follow: invest in the next 5%, i.e. in the next 20 thousand companies to manage”.

To achieve this, the President explains, we need a multiannual programme of industrial policy, with defined growth horizons and concrete numbers: “The country must set itself the ambition of economically and socially sustainable development, focusing on strengthening its industrial engine. But the precondition for strengthening the country, and this is one of the main demands that Federmanager advances to the government, is a fairer tax, which values the merit and does not penalize those who create value. Tax progressivism is a just principle, our Constitution affirms it and, before that, social ethics, but cannot be transformed into unreasonable exponentiality. When a sparuta minority of taxpayers pays 43% of Irpef, we are no longer in a progressive system, but in a strongly unbalanced system.
“We understand that the “cover is short” – explains Quercioli – but they cannot always be discovered. It serves a serious fight against evasion and elusion, and it also serves to reward tax loyalty. Who works, who produces, who pays taxes does not ask privileges: asks for respect. The Ddl Budget 2026 shows the first few steps in the direction we hoped for. We recognize it to the government and we thank it, but it is necessary to do much more.”.
In the light of the current framework, Federmanager also asks the Government to act on three priority areas, starting from the next Budget Law 2026: to strengthen the pillars of supplementary pension and supplementary health by raising the limits of tax deductibility of social and health contributions; tax measures for corporate welfare; return of the levy to the Interprofessional Funds for continuing training. In terms of pensions and pensions, Federmanager asks that a fair perequation be recognised without penalty for retired management and a clear accounting separation between pension and assistance.
The event organized for the 80 years of Federmanager has not only represented the opportunity to make the point of the sector but also to celebrate the industrial excellence that make Made in Italy great in the world. A thematic exhibition was inaugurated, realized with the contribution of 25 of the main Italian companies, precisely to enhance the role of management and industry in the development of the country.
